Mizoram to give special VRS for unfit employees

The Mizoram government has decided to retire its unfit and truant employees.

Chief Minister Lalduhoma told the 40-member Assembly on Monday that employees no longer fit to perform their official duties “due to terminal illness” would be given voluntary pensions under the newly introduced Special Voluntary Retirement Scheme, 2024.

He said some committees were being constituted to identify the employees unable to perform their duties due to various reasons, including health issues and family compulsions.

“We expect the employees, who are no longer fit to perform their duties, to apply for voluntary pension under the Special Voluntary Retirement Scheme. This way, we want to give them an honourable exit,” Mr Lalduhoma said, insisting such reforms were needed to ensure good governance.

A section of the employees in Mizoram have been known to engage proxies for a fee. These proxies stand in for the employees who stay at home or pursue other businesses.

A survey by the Zoram People’s Movement government, which vowed to end this practice after assuming power in 2023, revealed that 3,365 Mizoram government employees from 44 departments hired proxies.

Most of these employees cited health issues and domestic problems for shirking duties. Taking a firm stand, the government set them a 45-day deadline to go to their places of posting and perform their duties.

Checking placement agencies

On Monday, Labour, Employment, Skill Development, and Entrepreneurship Minister, Lalnghinglova Hmar tabled the Mizoram Private Placement Agencies (Regulation) Bill, 2025. The Bill seeks to regulate private agencies that send youths abroad for jobs.

“We want private placement agencies to register with the government and obtain a license when the Bill is enacted so that youths from the State are sent abroad or beyond Mizoram legally for jobs,” Mr. Hmar told The Hindu.

“The Bill became necessary after some Mizo women, sent abroad illegally for domestic work, faced legal issues in Syria and the UAE. We have also had reports of minors from Mizoram employed in foreign countries as adults,” he said.
