GCDA awaits panel nod to engage consultancy for P&T flats

The Greater Cochin Development Authority (GCDA) is expecting approval from the technical committee of the State government shortly to engage IIT Madras for detecting structural and design flaws in the P&T apartment complex, Mundamveli, and recommend solutions that would last at least a quarter of a century.

The authority is confident that once the consultancy is approved, the recommended solutions can be implemented before the monsoon. If delayed, residents have threatened to launch a stir. The consultancy costs will be covered from the remaining apartment project funds, and government assistance will be sought if necessary.

“Once the consultancy is granted, IIT Madras will conduct a comprehensive study, perform scientific tests, and assess material quality before recommending lasting solutions. An expert agency will then implement these solutions,” said GCDA sources.

As many as 77 families from the erstwhile P&T Colony near the Perandoor canal, Kadavanthra, moved into the apartment complex built by the GCDA in January 2024. However, some apartments began leaking during the first showers in February, and soon, nearly all were affected by the relentless rain. Three other rooms, including recreation and administration spaces, as well as eight unoccupied units, also developed leaks.

“Now, even bathrooms have developed leaks, with water seeping into the apartments below when upper-floor bathrooms are used. In some cases, water is also seeping into kitchens,” said Abhilash P. Parameswaran, an office-bearer of the residents’ association.

Meanwhile, steps are under way to set up a sewage treatment plant (STP) exclusively for the apartment complex on 25 cents. The GCDA has also agreed to consider residents’ request to use the remaining land after the construction of the STP for a playground and parking space.

Residents have named the apartment ‘Peace and Trust’ and warned that without corrective measures before the next monsoon, they will lose both trust in the authorities and their peace. “If that happens, we will take our strike to the offices of the GCDA and the Kochi Corporation,” said Mr. Parameswaran.
