Dibrugarh, Jan 27: Assam Chief Minister Himanta Biswa Sarma announced that Dibrugarh will be developed as the second capital of Assam within the next three years. During the Republic Day celebrations on Sunday, Sarma outlined plans for constructing a permanent Assam Assembly building in Dibrugarh, which is located on the southern bank of the Brahmaputra River in Upper Assam.

Starting from 2027, one session of the Assam Assembly will be held annually in Dibrugarh, Sarma revealed. The construction work for the new Assembly building will begin on January 25, 2026, with a targeted completion within three years.

The Chief Minister further shared that, as part of the state’s urban development plans, Tezpur will be developed as the cultural capital of Assam, featuring a new Raj Bhavan, while Silchar will house the state secretariat and office of the Chief Secretary, improving connectivity between Barak Valley and Guwahati.

Sarma also highlighted Dr. B.R. Ambedkar’s crucial role in shaping India’s Constitution, and emphasized the importance of Article 17, which abolished untouchability. He reaffirmed Assam’s commitment to India’s vision of becoming a developed nation by 2047.
