
The Assam cabinet, chaired by Chief Minister Himanta Biswa Sarma, has approved a series of key decisions impacting trade, education, municipal services, and industry. A major focus was placed on regulating the import of taxable goods with the approval of the Draft Assam Value Added Tax (Amendment) Rules.
These rules will impose stricter monitoring of goods entering the state through all modes of transport – road, rail, river, air, and post, according to Public Health and Engineering Minister Jayanta Malla Baruah.
The cabinet also gave its nod to the Draft Assam Urban Water Bodies (Preservation and Conservation) Rules, 2025, which mandates the creation of district-level schedules of public water bodies. This move aims to improve conservation efforts.
In a significant step for municipal employees, the cabinet approved the Assam Municipal Employees (Provincialisation) Bill 2025. This bill will regularize the services of 1,044 municipal employees across 71 boards who were appointed on or before September 4, 2013. The Assam Secondary Education (Provincialised Schools) Services Rules, 2024, also received cabinet approval.
To optimize the use of language teachers, the cabinet approved the utilization of Assamese Language Teacher (ALT) services in both Assamese and other medium schools, ensuring wider student access.
The regular statute of Bodoland University was also approved, paving the way for its smooth operation.
The state government is also embracing technology to improve access to education. A new web portal will be launched to manage the 25% seat reservation for children from economically weaker sections in unaided private schools, as mandated by the Right to Education (RTE) Act.
For Fair Price Shop owners, the cabinet approved the Assam Public Distribution of Articles (Amendment) Order, 2025, extending the license renewal period from three to five years.
Finally, the cabinet approved an investment of Rs 42.72 crore for cluster development works in small industries, signaling a boost to the sector.
